Winter Disconnection Moritorium Begins Nov. 1 -  Eligible Iowans Encouraged To Apply For LIHEAP Assistance

With overnight temperatures beginning to fall below freezing, the Iowa Utilities Commission is reminding eligible Iowans to seek assistance with heating bills before the winter moratorium on utility disconnections begins Nov. 1. The moratorium is in effect through April 30 and prevents electric and natural gas service disconnections for nonpayment when the service is used for home heating. Low-income Iowans, including those aged 60 or older, disabled individuals, and households in crisis, may apply now for the Low-Income Home Energy Assistance Program (LIHEAP). The federal program helps cover home heating costs through one-time payments to utility providers. LIHEAP is administered by the Iowa Department of Health and Human Services (HHS) through local community action agencies. In Fiscal Year (FY) 2023, nearly 83,000 Iowa households received assistance. For the 2024-2025 season, HHS expects to allocate approximately $52 million in LIHEAP funding.
